Grow PA higher education plan passes General Assembly

House Republican Leader Bryan Cutler (R-Lancaster) on Thursday praised the passage of the Grow PA higher education plan, aimed at making higher education in Pennsylvania more affordable and accountable. The legislation seeks to address the "brain drain" issue that has affected the Commonwealth's growth.

“There is no doubt that higher education needs to be more affordable to do big things in Pennsylvania and the Grow PA plan will make it more affordable, more accessible and more accountable,” Cutler stated. “By tying more affordable education with a commitment to live and work in Pennsylvania, the Grow PA plan is a forward-thinking approach to higher education that will ensure the long-term success of Pennsylvania’s students, economy and institutions of higher education.”

Cutler emphasized the importance of accountability and performance metrics included in the Grow PA plan for ensuring fiscal responsibility.

“We cannot keep increasing taxpayer funding of these institutions without more accountability and an understanding of how state investment is generating successful higher education outcomes,” he said. “The Grow PA package, passed as part of the budget today, will ensure fiscal stewardship through accountability, transparency and cooperation that will lead to better outcomes for our students and a brighter future for Pennsylvania.”

The legislation was passed by the General Assembly as part of the FY 2024-2025 state budget and now awaits the governor's signature.
