Invitation to Bid – Eshelman Run Streambank Stabilization

INVITATION TO BID

Sealed proposals for Eshelman Run Streambank Stabilization will be received online via the PennBid Program (http://pennbid.procureware.com/home) by Strasburg Borough until 2:00 PM, Prevailing Time, on Wednesday, August 3, 2022, at which time they will be publicly opened via PennBid.  Strasburg Borough Council will be scheduled to take action on the Bid at their regularly scheduled Meeting on Tuesday, August 9, 2022.

The Bids must cover all costs for the completion of this project as set forth in the Project Manual. The Project will be bid as one contract for Streambank Stabilization Construction.  The project entails the stabilization of the existing streambank along Eshelman Run located in Strasburg, PA.

The complete Invitation to Bid, bidding instructions, and Project bid documents, will be available at no cost via PennBid (http://pennbid.procureware.com/home). The undersigned reserves the right to waive informalities or defects in a bid to the extent permitted under Pennsylvania Law and to reject any or all bids or parts thereof.

Bid security in an amount not less than 10% of the amount of the bid will be required in the form of certified check, cashier’s check, bank treasurer’s check, or satisfactory bid bond made payable to or naming as obligee West Lampeter Township, Lancaster County.  All bids will remain irrevocable for 60 days after the actual date of bid opening in compliance with Act 317 of 1978 approved November 26, 1978.

Bidders are advised that they must comply with All State anti-kickback regulations pertaining to work associated with this project. You are required to submit an executed anti-collusion statement with the bid.

The Pennsylvania Prevailing Wage Act (Act No. 442 – Session of 1961) shall apply to this project, as defined within the Project Manual, since this contract is estimated to cost more than $25,000.00.

A Performance Bond and Payment Bond, each in an amount equal to 100% of the contract and each with satisfactory corporate surety, will be required to be furnished by the successful bidder at the time stated in the specifications.

A Mandatory Pre-Bid Meeting will be held at the office of Strasburg Borough, 145 Precision Avenue, Strasburg PA, 17579, on Thursday July 14, 2022 at 2:00 pm. All prospective bidders are required to attend this meeting. 

Strasburg Borough hereby reserves the right to waive any defects, errors, omissions, or informalities, in bids received, to reject any and/or all bids submitted and to accept any bid which it may deem to be in the best interests of the Borough.
