The Pennsylvania Senate has approved legislation aimed at protecting children from sexual predators by addressing a gap in the current state law. The bill, sponsored by Senators Lisa Baker (R-20) and Scott Martin (R-13), seeks to enhance the state’s Sexual Offender Registration and Notification Act (SORNA).
Senate Bill 1317 proposes adding the crime of sexual assault by sports officials, volunteers, or employees of nonprofit associations as a Tier II sexual offense. This change would mandate that individuals convicted of such crimes register as sexual offenders under SORNA. Presently, those convicted of this offense are not required to register.
“This bill is a continuation of our legislative efforts to keep children safe,” said Baker. “These types of offenses involve the sexual abuse of a minor, so they should be covered by SORNA in the interest of public safety.”
“Our legislation will put this form of sexual assault on the same level as other similar offenses in the eyes of SORNA, ensuring anyone convicted of this offense will have to register as a sex offender and be evaluated by the Sexual Offender Assessment Board to determine if they are a sexually violent predator,” added Martin.
The bill now moves to the House of Representatives for further consideration.
