Rep. Bryan Cutler of Peach Bottom has expressed his disapproval following the passage of House Bill 1200, which legalizes recreational marijuana in Pennsylvania. In a statement released on May 7, 2025, Cutler criticized the bill’s content and potential impact.
“Today, House Democrats passed House Bill 1200, which would legalize the recreational use of marijuana across the Commonwealth of Pennsylvania,” Cutler stated. He described the legislation as “not just poorly written; it is a bad idea that will do more harm for the people of Pennsylvania than good.”
Cutler raised concerns about unresolved issues from previous discussions on medical marijuana. “House Bill 1200 does not answer many of the same questions and concerns I raised nine years ago when we discussed the medical marijuana program,” he noted. A key issue remains unaddressed: “the federal classification of marijuana still has not been addressed, with the federal government having postponed the process to reclassify marijuana indefinitely.”
He also questioned measures to protect children from exposure to marijuana marketing. “We continue to hear from my colleagues on the other side of the chamber about how prohibition does not work,” he said. However, he expressed skepticism about proposed solutions: “I question how that will succeed when we are told time and time again that prohibition does not work.”
Cutler concluded by labeling the legislation as premature due to unanswered questions and concerns regarding revenue and policy. He affirmed his opposition: “I was a ‘no’ today and will continue to be a ‘no’ on this issue until these questions and concerns are answered.”
